Article 92: Votescounting
4.. The lists delegates shall have the right to examine the separate lotsof voting ballots, without changing their composition. If they wish to submitor infer complaints about the counting or about the qualification given to thevote of any ballot, they should do so before the president and, if these arenot attended, they have the right to rubricate the issued voting ballotalong with the president.

Article 100: Preliminary operation
At the beginning of its operations, the counting assembly shall decideif the voting ballots which are under complaint or protest should be counted ornot, correcting, if necessary, the counting of the corresponding pollingstation.
