Article 19. When preparing and conducting the election of the President of theRussian Federation the Central Election Commission of the Russian Federation,acting within the scope of its competence established by the federal laws,shall:

25) consider complaints (appeals) concerningdecisions and actions (inaction) of election commissions of the subjects of theRussian Federation and their officials and take reasoned decisions thereon;

Article 20. When preparing and conducting the election of the President of theRussian Federation the election commission of a subject of the RussianFederation shall:

15) consider complaints (appeals) concerningdecisions and actions (inaction) of territorial election commissions and theirofficials in the given subject of the Russian Federation and take reasoned decisionsthereon;

Article 21. 1.During preparation and conduct of the election of the President ofthe Russian Federation a territorial election commission shall:

3) coordinate the work of precinct electioncommissions in the relevant territory; consider complaints (appeals) concerningdecisions and actions (inaction) of these election commissions and take reasoned decisionsthereon;
