Article 85. 11.After the voting results and the results of the election of the President ofthe Russian Federation have been established by a superior election commission,the decision of a subordinate election commission may be reversed only by acourt, or a court may rule that changes be made in the protocol of votingresults of the election commission and/or in the summary table. An electioncommission shall inform the Central Election Commission of the RussianFederation of its decision to file a petition with a court to annul the votingresults or make changes in the protocol of voting results and/or the summarytable. If the court rules that changes be made in the protocol of votingresults of the election commission and/or in the summary table, the electioncommission which prepared this protocol and/or this summary table shall preparea new protocol of voting results marked “Repeat” and/or a new summary tablemarked “Repeat.”

12. Having reversedthe decision of an election commission on the voting results the court of anappropriate level may also order a vote recount, if it has been established anyviolations of this Federal Law, the Federal Law 'On Basic Guarantees ofElectoral Rights and the Right of Citizens of the Russian Federation to Participatein a Referendum' were committed in the conduct of voting or establishmentof voting results. If the violations do not make it possible reliably toestablish the results of the expression of the voters' will, the court mayannul the voting results.

2. After the CentralElection Commission of the Russian Federation takes a decision on the resultsof the election of the President of the Russian Federation, a court may reversethis decision on the basis of at least one of the following facts determined bythe court:

Article 75. 6. Appeals of decisions andactions (inaction) of commissions and their officials that violated electoralrights of citizens and the right of citizens to participate in a referendum maybe submitted to the next superior commission which shall, without forwardingthe appeal to the subordinate commission, with the exception of the case whenthe circumstances stated in the appeal were not considered by the subordinatecommission, consider the appeal and take one of the following decisions:

а) leave the appeal without remedy;

b) cancel the disputed decision in full or in part (declare an action(inaction) illegal) and take a material decision;

c) Cancel the disputed decision in full or in part(declare an action (inaction) illegal) and demand the subordinate commission toreconsider the issue and take a material decision (perform a certain action).
