Chapter I

GeneralProvisions

Section 1. Thailand is oneand indivisible Kingdom.

Section 2.Thailand adopts a democratic regime of government with the King as Head of theState.

Section 3. The sovereignpower belongs to the Thai people. The King as Head of the State shall exercisesuch power through the National Assembly, the Council of Ministers and theCourts in accordance with the provisions of this Constitution.

The performance ofduties of the National Assembly, the Council of Ministers, the Courts, and theconstitutional organs as well as State agencies shall be under the Rule of Law.
