Article 78. 3. After the official publication of the results of elections, areferendum, an appeal of violation of the electoral rights of citizens and theright of citizens to participate in a referendum that occurred during theperiod of the election campaign, a referendum campaign may be submitted to acourt within one year after the day of the official publication of the resultsof corresponding election, referendum.

4. A decision on appeals received before the voting day during the periodof an election campaign, a referendum campaign shall be taken within five days but notlater than the day preceding the voting day, and immediately if received on thevoting day or the day following the voting day. If the facts stated in appealsrequire additional check, decisions on them shall be taken within ten days. Acourt shall make a decision with regard to an appeal of a commission’s decisionon voting results, results of elections, referendum within two months after the day on whichthe appeal was submitted.

Article 12. 4. Electioncommissions shall be obliged, within the scope of their competence, to considercomplaints which they receive in the course of the election campaign concerningviolations of this Federal Law, other federal laws with regards to preparationand conduct of the election of the President of the Russian Federation; carryout inquires in connection with these complaints; provide written answers tothe complainants withinfive days but not later than the day preceding the voting day, andrespond immediately to complaints received on the voting day or the next day.If additional verification of the facts cited in these complaints is necessary,the decisions on such complaints shall be taken within ten days. If thecomplaint cites the facts of violation by any candidate or political party ofthe provisions of this Federal Law, other federal laws with regards topreparation and conduct of the election, then the candidate or the politicalparty or their authorized representatives shall be immediately informed ofreceipt of such complaint. The candidate or his authorized representative, theauthorized representatives of the political party may give explanations to thesubstance of the complaint. If any candidate, any political party violates thisFederal Law, the election commission may issue a warning to this candidate,this political party, which shall be made known to voters through the massmedia or by some other method.
