Art. 96 Exceptas otherwise expressly provided in this Act, claims or representationsconcerning noncompliance can be made by any political party, coalition orcandidate, and should address:
I - the Electoral Court, in municipal elections;
II - the Regional Electoral Courts, in the federal, stateand district elections;
III - the Superior Electoral Court in the presidentialelection.
