(7) Where the Returning Officer has certified that thenomination paper of a candidate is invalid, the candidate or his agent mayappeal against the decision to a Judge in Chambers not later than the sixth daybefore nomination day, by filing with the Registrar and serving on theReturning Officer a notice in the form set out as Form No. 36 in the PrescribedForms Rules.

67. (1) The Registrar shall have power andjurisdiction to do such of the things and transact such of the business as byvirtue of any written law, or by custom, or by the Rules and practice of theHigh Court, are done and transacted by a Judge of the High Court sitting inChambers as may from time to time be prescribed by Rules of Court; but theRegistrar shall have no jurisdiction in respect of matters relating to theliberty of the subject.
