TheCentral Election Commission shall

Article 26 (1) […] 8. examinecomplaints against decisions and actions of constituency election commissions,municipal election commissions and section election commissions abroad,pronounce on any such complaints within 24 hours after receipt and, on pollingday, forthwith, by decisionwhich shall be unappealable; any such decision shall be made publicforthwith;

9. keep registers of theparties and coalitions of parties for all types of elections, registers of thenomination committees upon elections of President and Vice President of theRepublic and of Members of the European Parliament for the Republic ofBulgaria, as well as registers of the candidates for President and VicePresident of the Republic and for Member of the European Parliament for theRepublic of Bulgaria;

10. register and makepublic parties and coalitions of parties for entry in all types of elections,as well as register nomination committees for participation in the elections ofPresident and Vice President of the Republic and of Members of the EuropeanParliament for the Republic of Bulgaria, and issue certificates thereto;

11. strike the registrationof parties which do not satisfy the requirements referred to in Item 7 ofArticle 82 (3) herein;

12. refuse registration ofa party where establishing that the said party has not hold the meetings of thesupreme body thereof as provided for in the statute more than two successivetimes but not less frequently than once in five years, and has not submittedthe complement of the new leadership to the court for recording;

13. register and makepublic the candidate lists of the parties, the coalitions of parties and thenomination committees upon elections of President and Vice President of theRepublic and of Members of the European Parliament for the Republic ofBulgaria;

Article 26 (8) The decisions referred to in Items 10, 11, 12 and 13 of Paragraph(1), Items 5 and 6 of Paragraph (2), Items 4 and 5 of Paragraph (3), Items 6and 7 of Paragraph (4) and Items 2 of Paragraph (5), including the refusals ofregistration, shall be appealable before the Supreme Administrative Court care of the CentralElection Commission within 24 hours after the communication thereof. TheCentral Election Commission shall transmit the appeal to the Court forthwith.The Supreme Administrative Court shall examine the complaint and shallpronounce by a judgment within 24 hours after the receipt of the said appeal,sitting in public session with the appellant, the Central Election Commissionand the persons concerned being summoned. The judgment of the court shall bemade public forthwith and shall be unappealable.

Article29 (1) The constituency election commission shall: […]

 8. register and make public thecandidate lists of the parties, the coalitions of parties and thenomination committees upon elections of National Representatives;

9. strike the registration, where it is established that thecandidate does not satisfy the conditions referred to in Article 4 (1) herein,as well as where the collection of signatures in support of an independentcandidate does not conform to the requirements of Article 109 (1) herein; […]

(3) The decisions of the constituency electioncommission referred to in Items 2, 3, 7, 8, 9 and 10 of Paragraph (1) shall be appealablewithin three days after being made public before the Central ElectionCommission, which shall pronounce within three days by decision, which shall bemade public forthwith and shall be unappealable.

Article77. […] (4) The Central Election Commission upon all typesof elections and the competent municipal election commission upon elections ofmunicipal councillors and mayors shall check the compliance with therequirements of Paragraphs (1) and (2). Upon ascertainment of any omissions,directions shall be given forthwith for the elimination of the said omissionswithin three days but not later than the closing date for registration.

(5) In case the directions referred to in Paragraph(4) are not followed in due time, registration shall be refused.

(6) The refusal of registration by the CentralElection Commission shall be appealable before the Supreme Administrative Courtaccording to the procedure established by Article 26 (8) herein.
