'Article 4.1

In order to participate in the electionspolitical parties, independent candidates, coalitions and lists of independentcandidates shall certify their eligibility with the Central Election Commissionof BiH.

 

'Article 6.6

(1) The Central Election Commission of BiHshall have first instance competence to decide complaints submitted forviolation of the rules of election process, electoral rights, violationsreferred to in Chapter 16 committed by the political entity and violationsreferred to in Article 7.3, paragraph (1), points 3 and 7, Article 7.3,paragraph (2) and Article 7.4, paragraph (1), point 3 of this Law.'

The Chapter 4 of theelection law establishes the ways in which a party and candidate gets certifiedto participate in elections. However, the entire chapter does not mention anycomplain mechanism. Nevertheless, we understood that the art.6.6 is open enoughto cover complains regarding challenges to party and candidate registration
