'Article 95
Every voter, candidate andsubmitter of electoral list has the right to file a complaint with the Republic Electoral Commissiondue to breach of suffrage during the elections, or irregularities in the procedureof candidacy or voting.
Complaint against adecision, act or omission of a polling board shall be filed with the RepublicElectoral Commission.'
