> after the nominationpapers have been submitted between 9am and 10am, the candidate, his proposerand seconder may still make corrections on the nomination papers in thepresence of the returning officer. However, the 2012 amendments to the ECER have now removed the previousprovisions allowing any registered voter in that constituency or candidate toobject to any nomination paper on any of the above-mentioned grounds between10am and 11am. In other words, it is the returning officer who will now solelyexamine and then decide whether to accept or reject the nomination papers.
> If any nomination paper is rejected, the returning officer shallinform the candidate or his proposer or seconder of his decision and thegrounds for rejection. The decision of the returning officer is final and shallnot be called in question in any court. However, any person aggrieved by thereturning officer’s decision may still challenge it by presenting an electionpetition under section 32(b) of the Election Offences Act 1954.

32. The election of a candidate at any election shall be declaredto be void on an election petition on any of the following grounds only whichmay be proved to the satisfaction of the Election Judge:
(b) non-compliance with theprovisions of any written law relating to the conduct of any election if itappears that the election was not conducted in accordance with the
principles laid down in such written law and that such non-complianceaffected the result of the election;
