Article 44. (1) To register a candidate foran election, the following documents must be submitted to the Central ElectionCommission or district electoral councils no later than 30 days before theelection day:

(3) Respective election administration bodyshall register candidates for elections within seven days of the date ofsubmission of the documents indicated in paragraph (1)

Article 26. (1) During an electoral period, the CECshall have the following responsibilities: l) considers statements and complaints regarding decisionsand actions of district electoral councils and precinct electoral bureaus andadopt mandatory decisions thereupon;

Article 66. (3) Complaints against theactions and decisions of the Central Election Commission will be submitted tothe Chisinau Court ofAppeal.

Both CEC and ChisinauCourt of Appeal are first instance body as CEC serves as a first instance bodyto adjudicate the decision of the district election commission while the courtis the first instance body to adjudicate the decision of the CEC.
