11. Making complaint objectingto candidate: Where a candidate or his or her election representative intends to make acomplaint in relation to thequalification of a candidate whose name is included in the list of candidatespublished pursuant to Rule 10, suchcandidate or representative may make a complaint, in the format as referred to in Schedule-6,before the Returning Officer at the date, time and place specified in theelection program.
