Anymember of the public can make a complaint to the Committee in writing. When thewritten complaint is received, the members of the Committee will convene ameeting to attend to the dispute or complaint as the case may be. The memberswould choose a lead mediator to spearhead the mediation. The parties to thedispute would be invited to attend the mediation session on an appointed date.The mediator would assist the parties to find an agreed solution to theirdispute and the agreed solution shall be reduced in writing and signed by the parties.The Committees largely apply the Electoral Code of Conduct when resolving thedisputes. Notably, the agreement is legally binding and enforceable.

(2) The Commission shall prescribe the manner for handling any objection, dispute, complaint or appeal under this Act.

111. (1) The Commission shall, for purposes of resolving electoral disputes, constitute such number of conflict management committees as the Commission may determine.

Although the right to freedom of association is recognized by Article 21 (1) of the constitution and an individual is at liberty to form or be a member of a political party, there is no specific law on their registration or structures. This leads to an absence of clear obligations on the parties to maintain internal democracy and a lack of transparency in their activities.
