Whoeveruses terror or intimidating methods with the aim of affecting the reliabilityof the electoral process or referendum procedures but does not attain his aim,shall be liable to confinement to jail for a period of not less than two years.If he attains his aim, he shall be liable to confinement to jail for a periodof not less than two years and not exceeding five years.
