fine not exceeding level 5 on the standard scale,or to imprisonment for a term not exceeding 6 months, or to both.

declare [to a constable] his name and address and,if that person refuses or gives a false name and address, he shall be liable onsummary conviction to a fine not exceeding level 1 on the standard scale,

This subsection doesnot apply in Northern Ireland.
