17.  (1) It shall be the duty of the chief occupant ofevery house if required to do so, to furnish the Parliamentary Commissionerwithin thirty days of the date of such request with the names of everyperson living in the house who to the best of his knowledge is qualified to beregistered as a voter for the constituency in which that house is located.

(2) For the purposes of subsection (1)-'chief occupant' means-

(a) the person who is responsible for thepayment of rent for the entire house to the landlord if such house is a rentedhouse, or the person who owns that house otherwise than as mortgagee, or anyperson who for the time being is in charge of the house:

(b) where a building is separated inapartments, flats or lodgings, the person receiving the rent payable by thetenants or lodgers, whether on his own account or as the agent of anotherperson;

'house' means a dwelling house andincludes any structure or building or a part of a building used as a residenceand where a building is let in separate apartments, flats or lodgings suchapartments, flats and lodgings.

(3) A chief occupant who without reasonable excuse fails tocomply with a request made under subsection (1) or who pursuant to sucha request punishable on summary swear to that request a reply which is false ina material particular shall be guilty of an offence punishable on summaryconviction by a fine not exceeding five thousand dollars or by imprisonment fora term not exceeding two years or by both such fine and imprisonment.

 Articles 94. Any person who-

(a) makes any false statement, forthe purpose of being registered as a voter, or in answer to any lawfulenquiry by a revising officer, returning officer or presiding officer, or forthe purpose of making any objection to the registration of any other person asvoter, or in any oath or declaration taken or made by him by virtue of any ofthe requirements of this Act, knowing such statement to be false;

(b) makes an application as someother person (whether living, dead or fictitious) for the registrationof that person as a voter;

(c) procures the registration ofhimself or of some other person (whether living, dead orfictitious) as a voter in any constituency, knowing that he or such otherperson is not entitled to be registered in that constituency;

(d) procures the removal from theregister for any constituency of the name of any person by making a falsestatement which he knows to be false, and knowing that such person isentitled to have his name on the register for that constituency; or

(e) fails without lawful excuseto comply with any order or request lawfully given or made to him by anyrevising officer in accordance with any of the provisions of this Act,

shall be guilty of anoffence against this Act, and any person who aids, abets, counsels or procuresthe commission of any such offence shall also be guilty of an offence againstthis Act.
