How is the national electoral register created?

Título I, Capítulo III

Artículo 29: 1. La Oficina del Censo Electoral, encuadrada en el Instituto Nacional de Estadística, es el órgano encargado de la formación del censo electoral y ejerce sus competencias bajo la dirección y la supervisión de la Junta Electoral Central.

2. La Oficina del Censo Electoral tiene Delegaciones Provinciales.

3.  Los  Ayuntamientos  y  Consulados  actúan  como  colaboradores  de  la  Oficina  del  Censo Electoral en las tareas censales.

Artículo 30: 1. La Oficina del Censo Electoral tiene las siguientes competencias:

a)  Coordina  el  proceso  de  elaboración  del  Censo  Electoral  y  con  tal  fin  puede  dirigir instrucciones a los Ayuntamientos y Consulados, asícomo a los responsables del Registro Civil y del Registro de Penados y Rebeldes.

b) Supervisa el proceso de elaboración del censo electoral y a tal efecto puede inspeccionar los Ayuntamientos y Consulados.

The Office of the Electoral Census falls under the authority of the Central Electoral Board. It in turn oversees the inscription of voters by the municipalities, who relay the information to the Office, via provincial delegations of that body, for the creation of the Electoral Census (see Título I, Capítulo III, Artículo 29 & 30 of the Organic Law of the General Electoral Regime). Monthly updates to the Electoral Census are carried out primarily using the information automatically (electronic means) received from Municipal Councils, Consular Offices, Civil Register and claims presented to the Electoral Census Office considered.
