How is the national electoral register created?

Article 4
The Registers of Electors from Article 3, Paragraph 1 of this Law shall be consolidated into the unique Register of Electors (Central) that shall be maintained by the competent state administration body. Maintaining the Central Register of Electors includes: analysis of the Registers of Electors, establishing eventual lacking and informing competent authorities as well as undertaking technical and other actions for the purpose of accuracy and up-datedness of the Registers of Electors. The head of administrative body in charge shall be responsible of maintaining of the Central Register of Electors.
According to the IFES Election Observation Report, Elections in Montenegro, 2016 Parliamentary Election, "In 2014, the Law on Electoral Register introduced a centralized electoral register that is maintained by the Ministry of the Interior and based on information extracted from three civil registries. The State Election Commission has a supervisory role over the process and has a right to access the electronic data from all registries. Additionally, the Ministry of the Interior maintains a working group that focuses on issues regarding the accuracy of the electoral register."
