How is the national electoral register created?

According to Article 14 of the electoral code of Mali, the independent national elections commission is responsible for ensuring free and fair elections through supervision and monitoring operations, including the establishment or exceptional revision of electoral rolls in general elections or referendums and the preparation and management of the electoral register. According to EISA analysis of the Mali electoral system, voter registration in Mali is continuous and carried out by the electoral commission. A review of the Permanent voters register is undertaken twice between general election and the next nomination day.
