According to Article 10 (1) of the National elections Act of Tanzania 2010, all citizens who have attained the age of eighteen are eligible to be included in the voters register.
Article 11 of the Act mandates the National Elections Commission to prepare a provisional register in preparation for the Development of the Permanent Voters Roll. Article 12 of the Act mandates that a Permanent Voters Roll for the United Republic of Tanzania be prepared by the Commission.
The development of the Permanent Voters Roll was in line with the amendment to the constitution that required its preparation. The updating of the register is carried out continuously as determined by the Commission. http://www.unisa.ac.za/contents/faculties/law/docs/National_Elections_Act-.pdf
