Ordinance no 2010-003 of March 2010 removed responsibility for the registration of voters and the compilation of voter's rolls from the Ministry of the Interior, whose responsibility it had been hitherto, and placed these processes in the hands of the National Independent Electoral Commission (CENI, Commission Electorale Nationale Indépendante).
