Law no. 208/2015 on the election of the Senate and the Chamber of Deputies, as well as the organisation and functioning of the Permanent Electoral Authority

Article 26

26.2 The persons empowered, by order of the President of the Permanent Electoral Authority, shall carry out, in the Electoral Register, operations that fall under the jurisdiction of the Permanent Electoral Authority.

26.3 Authorised persons shall ensure the update, in the Electoral Register, of the information concerning the Romanian citizens with the right to vote, as well as the information concerning their assignment to the polling stations.

Article 35

35.1 The registration, in the Electoral Register, of the Romanian citizens having turned or turning 18 years old until the elections’ day inclusively, shall be done, ex officio, by the Permanent Electoral Authority, based on the communication by the Directorate for Persons Record and Databases Management.

According to the OSCE/ODIHR Needs Assessment Mission Report, Romania, Parliamentary Elections, 11 December 2016, "Voter registration is managed by the Permanent Electoral Authority (PEA), which extracts the electoral register based on a compilation of information from various government authorities, including the National Register of Persons’ Records, maintained by the Ministry of Interior. Since 2014, the PEA has introduced a centralized electronic register as a means to increase list accuracy and prevent multiple entries."
