How is the national electoral register created?

The Chad EMB is established by Article 1 of Law 020/PR/2008 concerning the creation of a National Independent Commission and the law is supplemented by Décret no 621/PR/PM/MISP/2009. The National Independent Electoral Commission (CENI, Commission Electorale Nationale Indépendante) is constituted for each election to organise, supervise and control electoral operations that include voter registration, referenda and presidential, legislative and local elections

Voter registration is compulsory and continuous with annual and pre-election updates
