Voter Registration
Afghanistan has no centralregistry of voters. In other countries, voter registration is used to planelections and to identify voters at polling stations on election day. InAfghanistan, voters are only assigned to provinces and not specific pollinglocations; no list is maintained to prevent multiple registrations and votingand to confirm participation. The lack of a reliable database of voterscontinues to hinder effective administration of Afghan elections and supportsthe claims of those who wish to discredit Afghanistan’s electoral processes.
As in the pre-election periods in2009 and 2010, voter registration top-up exercises were conducted in a phasedapproach between May 2013 and March 2014. This process added approximately 3.6million additional voter identification cards. As a result, more than 21million voter cards were in circulation for the first round of the elections onApril 5. are an estimated 12 million eligible voters in Afghanistan.

V. VOTER REGISTRATION
The voter registration system isthe sum of a series of exercises carried out in 2003/2004, in 2005, 2008,2009/2010 and 2013/2014. The initial 2003/2004 voter- registration exerciseestimated the voting-age population (VAP) at 12 million voters and was used bythe IEC as a reference for operational planning.
