Article 12 to Article 22 of law Number 03/2010/OL of 18/06/2010, Organic Law Repealing the Organic Law n?17/2003 of 07/7/2003 governing presidential and legislative elections as amended and complemented clearly states the role of NEC and the process of registering voters in Rwanda, confirmation of voters register and logging of complains related to voter registration.

Comment

The Voter register is compiled from the National ID card database and then updated through a process of public verification. Equally, the photos from the National ID database are incorporated in the final voter register used in the polling stations on the Election Day. The register is extracted from the civil register; photos are also added to the details of the voter. The National elections council though has plans of introducing an online registration platform that will cut down on the bureaucracies of registration and also help to capture Diaspora voters.
