How is the national electoral register created?

Legal framework mandates the Election Commission of Pakistan (ECP) to create and maintain electoral register. In the past, this task was completed exclusively by the ECP. However, the 2011 amendments to the voter registration law introduced requirement for voters to obtain Computerized National Identity Card (CNIC) which is a civil registry document, issued by National Database and Registration Authority (NADRA). The ECP signed agreement with NADRA under which records from voter and civil registries were cross-referenced in 2011 and updated by NADRA with new CNIC applicants. Both NADRA and the ECP continue to update the register. Final list of voters is legally owned by ECP, but in practice managed and supplied by NADRA.
