If electoral register is created by the EMB, which method is used?

ART II REGISTRATION OF ELECTORS AND REVISIONOF REGISTERS

— (1) As soon as may be after the publicationof any notification under section 8, the Registration Officer, with suchassistance as he may require from the Commissioner of National Registration,shall prepare for that year a separate register of electors for each electoraldivision and shall enter in the register the names of all persons who arequalified as electors under section 5 and are not disqualified by any of theprovisions of section 6.
