If electoral register is created by the EMB, which method is used?

The voters list is an administrative document on which all voters are registered. It is permanent and public. The electoral roll is kept up-to-date on an annual basis by the Electoral Commission to take account of changes in the electorate.
Article 2
The Independent Electoral Commission is responsible for the organization, Supervision and control of the conduct of all electoral operations and referendum in compliance with laws and regulations. Its functions are:
- the electoral census;
- the making of arrangements, establishment, updating, review and revision of electoral rolls;
- management of electoral lists;
- the establishment of electoral lists;
- the annual update of the electoral list;
- printing and distribution of voter cards;
- the proposal to the Government for the determination of the constituencie
According to the Elections Code (Article 6), the electoral register shall be updated annually by the Elections Commission. The register is defined as administrative documents on which are enscribed the entire electorate.
