There is a system (named ELO), which can work online and offline on a desktop or notebook computer. The system can register the voter's biographical and biometrical data (face photo according to ICAO 9303). It is connected to a kit with a photographic camera, a fingerprint reader, and a handwritten signature pad. It collects ten rolled fingerprints images which are then sent to an AFIS system. The AFIS ensures each voter has a unique register. Six months before the elections, the registers are closed to inclusions, to distribute the voters by polling stations, and after one month the registers can be included again.
