According to article 9 of the Niger Electoral Code created by Ordinance no 99-37 of September 1999, the organization and supervision of elections is mandated to the National Independent Electoral Commission (CENI), which is responsible for voter registration, management of the electoral register, the organization, conduct and supervision of elections and referendums.
Article 27 of the code further states that the electors shall be permanent and up for revision every year from 1 September to 31 December. After each annual review lists should be displayed and protected by the administrative authority for a month in the Commons, villages and groups. The voter lists may be revised if necessary exceptionally by Decree proposal from the Independent National Electoral Commission (CENI).
