If electoral register is created by the EMB, which method is used?

The National Elections Board of Ethiopia conducts voter registration. According to Electoral Law of Ethiopia Amendment Proclamation
No.532/2007.
The NEBE issues directives on voter registration according to authority granted to it by the Amended Electoral Law of Ethiopia Proclamation Number 532/2007.
For the 2009 Elections, the Board issued Directive No 2/2009, titled the Directive for the Registration of Electors.
The registration of electors shall be undertaken at polling stations established by the Board in the constituency where the electors reside.
Article 31 of the electoral Law 2007 indicates that; it’s only during a re-election and only those voters who had been registered in a constituency or polling stations where irregularities occurred shall be eligible to vote without the need to conduct new voter registration. Also various reports show figures of registered voters that can only be achieved through fresh registration.
