If electoral register is created by the EMB, which method is used?

Part 3 of the Public Elections Act, 2012 provides that the electoral commission has the authority to reproduce, keep, modify the format, content and design of the voters register. It also provides that registration of voters, updating and revision of the voters register are to be conducted not later than six months before public election or referendum.
