On march 7, 2013, the Council of ministers of Mauritania adopted a decree laying down the administrative electoral census regulations (RAVEL). The census, which was to be executed under the authority of the CENI, aimed to identify all Mauritanian citizens, using biometric identification and establish an electoral register based on the census data. http://www.ceni.mr/spip.php?page=article&id_article=188

Decree N ? 2013-030 of 13 March 2013 sets out the terms of the Electoral Census Administrative Vocation (RAVEL) in accordance with the Organic Law 2012-027 of 12 April 2012 on the establishment of INEC and the law N ? 74-147 of 11 July 1974 and its implementing Decree No. 74-186 of September 3, 1974.

The decree sets out the procedure as follows, potential voters should go to the census centres, appear before an enumerator who would check their identity card and proceed to a computer recording system and issue a receipt. The device used for registration consisted of a computer kit that allows reading and writing of data. It consisted of a laptop, smart card reader and a receipt printer.
