If electoral register is created by the EMB, what type of technology used for collecting registration data?

The election law allows the EMB to choose the best way to register voters. In the 2011 election, Tunisian EMB allowed voters outside Tunisia to register themselves online. Voters inside Tunisia were allowed to register themselves by sending SMS from their mobile phones. Though, this was limited to those voters who are registering for the first time.

In addition to the VR centers, ISIE created SMS system to facilitate registration for all eligible voters who live in Tunis during the VR period. To verify one's polling center, in the SMS system, the voter enters a number determined by the ISIE along with his/her identification number into a mobile phone. The SMS system then responds with a text containing the person's polling center information.
