If electoral register is created by the EMB, what type of technology used for collecting registration data?

Article29  of the Electoral Law states that a person who registers properly shall be issued a Voter Card that includes the person’s name, birthplace, the election post, registration number, and signature or fingerprint. There is no technology used in collecting registration data.
