Safran Identity & Security contributed to every stage of the electoral process, ranging from the electoral census to the voting day itself. The company used its latest biometric technologies to ensure deduplication of the electoral lists, meaning that each voter only appeared once on the list and that votes cast on the election day corresponded to their civil identities. The solution was used to revise the electoral list through biometric enrollment of new voters and of those who had changed addresses. This list, featuring over 6.3 million voters, was presented to the IEC before each election.

A collection of biometrical data is done throughout the national territory. According to the Sageme Security Group, they were chosen by the Cote D’ivoire government to supply systems and manage population and voter registration.Automatic Fingerprint Identification System (AFIS) stations at 11,000 sites, would update the register of all citizens and voting lists. Sagem Sécurité would then issue 11 million high-security ID smart cards (including a chip), and 9 million voter cards. The Carter Centre report on voter registration verifies that Sageme equipment was available at the registration centres, and was used for voter identification and registration.
