If electoral register is created by the EMB, what type of technology used for collecting registration data?

The National Electoral Commission of Sierra Leone provides that Biometric Voter Registration (BVR) took place between 23rd January 23rd and March 26th, 2012. Registrant’s photo and thumb prints were captured.  This was to ensure there are no duplicated voters and ensure the integrity of the Voter’s Register. http://www.nec-sierraleone.org/Registration.html

Also the page 16 of the European union observer report provides that BVR was introduced to register voters and create the voters register for the 2012 general elections. http://www.eueom.eu/files/pressreleases/english/eueom-sierra-leone-final-report_en.pdf

Part 4 of the Public Elections Act, 2012 provides for procedures for registration of voters. However it does not document procedures for BVR registration processes. This section requires revision to provide for BVR registration processes and the bio-data to be captured.
