Regulation No. 12 of 2013, Biometric & Electronic Registration

 

Article 3: Collecting the data of Voter Register Electronically

 1. The voter register developed by the IHEC and used in the Provincial Council Elections of the Kurdistan Region of Iraq shall be adopted.

 

2. The collecting process of Biometric data of voters shall be conducted according to this regulation and in accordance with procedures set by the IHEC by using the (Biometric Registration) form and electronic database during the term set by the IHEC.

 

3. Each eligible voter who meets the legal conditions to participate in the elections has the right to visit the VRCs to collect the required data, after  s/he presents the official Iraqi documents which proved his/her eligibility from the perspective of the IHEC to meet this purpose.

 

4. The data required for the Biometric Registration are as follows:

a. The personal information of voters (Full name in 4 parts, Mother Full Name, place and date of birth (day, month and year).

b. Dwelling address, this includes; (governorate, district, area, quarter no. or village, street no. and house no.)

c. Iraqi National Certificate

d. Displacement Information, this includes; (governorate of displacement, district, quarter, date of displacement, proof of displacement)

 

5. The IHEC shall open the VRCs for the purpose of collecting the data of voter register, which will start its tasks in the locations and periods set by the IHEC.

 

6. The Electronic Registration shall be done by recording the correct data of voters. The fields of (addition, change, correction, deletion, absentee voting for IDPs) will be underlying by filling the correct data and identifying the polling centers by the voters.

 

7. The Electronic Data Collection Process of voters shall be done in person and proxy shall not be allowed in accordance with the procedures issued by the IHEC.

 

8. Local and International observers, media representatives and political entity agents have the right to observe the Electronic Data Collection Process of voters (Biometric Registration).
