According to  Article 34 of the Electoral Law of Ethiopia Amendment Proclamation No.532/2007ctoral Law 2007, the procedure for registration is given as follows:

The elector shall be registered in a polling station where s/he resides by producing an identification card or passport. The identification card or passport may, irrespective of its validity, serve for the purpose of registration. Electors can also be registered using drivers license or military ID, after registration the elector’s particulars are entered into the electoral roll, and a voter’s card is issued. Any person duly registered shall be issued with an elector’s card bearing his/her full name, the Regional State where s/he resides, zone, designated polling station, house number, village or locality, registration number, serial number, electoral roll page, elector's signature, registrar's signature and date of registration.

As indicated above, there is no technology utilized in registration, the elector’s details are merely entered into the voter register and an elector’s card is issued.

In addition, the European Union EOM report to Ethiopia in the 2010 elections reported that there was a lack of a centralized and computerized database, further proving that technology is not utilized in registration (page 5).
