If electoral register is created by the EMB, what type of technology used for collecting registration data?

Article 7 of the Public Elections (Registration of voters regulation 2012 C.I 72) states that a registration assistant shall capture the biometric data made up of ten finger prints and the photograph of the head, showing the bare face and two ears without any obstruction of the applicant http://ec.gov.gh/assets/4%20x%206%20in_%20%289%29.pdf

Also, paragraph 31 of the Africa Union Election Observation report noted that Ghana introduced biometric Voter registration for the 2012 General elections.
