If electoral register is created by the EMB, what type of technology used for collecting registration data?

20. Voters rolls to be kept by Commission

(1) The Commission shall keep and maintain in printed and electronic form a voters roll for each polling station area, containing the names of all registered voters who may vote in that area. [Subsection substituted by Act 6 of 2018]

Information poster in the ZEC website, states the use of biometirc voter registration kits. Since there is no mention of the use of internet in the transmission of registration data, we assume that registration kits are kept offline.
