According to the Carter Centre Final Election Observation Mission Report on the 2010 elections in guinea, The voter register was devised using voter registration kits and dedicated teams to collect registration information from voters, including their photographs and biometric information.
The printing of biometric voter cards was done by the Ministry of Territorial Administration and Political Affairs (MATAP) in collaboration with SAGEM, a French company that won the contract for their production
The biometric cards included voter information (photo, fingerprints, address, and vital statistics) using the latest technology. They were produced in Conakry and then sent to the field for distribution to the respective voters.
