Artículo 135.

1. Para la incorporaci?n al Padr?n Electoral serequerir? solicitud individual en que consten firma, huellas dactilares yfotograf?a del ciudadano, en los t?rminos del art?culo 140 de la presente Ley.Cuando se trate de los ciudadanos mexicanos residentes en el extranjero, elInstituto y los Organismos P?blicos Locales brindar?n las facilidades para quela recepci?n de la firma y las huellas dactilares se haga desde el extranjero.

 

Artículo 136.

3. En todos los casos, al solicitar un tr?miteregistral, el interesado deber? asentar su firma y huellas dactilares en elformato respectivo.

Fingerprint scans, photos and signatures are captured during registration. Biometric is gatheredwhenever a citizen goes to INE’s registration offices to ask for their voter’scard. After the first registration, the data is kept in a permanent database,against which it is matched the next time they ask for their address to bemodified or their card changed.
