If the EMB uses technology to collect voter registration data, is biometric data captured and used during registration?

Article 12 to Article 22 of law Number 03/2010/OL of 18/06/2010, Organic Law Repealing the Organic Law n?17/2003 of 07/7/2003 governing presidential and legislative elections as amended and complemented clearly states the role of NEC and the process of registering voters in Rwanda, confirmation of voters register and logging of complains related to voter registration.

Article 10 provides for Persons eligible to register on the voter’s register and requirements, a national identification card or any other identification is a must for one to register as a voter, the law does not specify whether BVR or any other forms of identification are to be used when capturing the details of a voter. Since the register is extracted from the civil register, photos accompany the identification details when submitted to the NEC.
