The National Electoral Commission is responsible for setting the Voting date.  On the Voting day the voting exercise takes place in Polling Stations. Polling Stations are opened from 7.00 am to 4.00 pm. Every voter who wants to vote has to present him/herself to the Polling Stations. Voters who are allowed to vote are only those who present voters’ cards and their names appear in the PNVR. Voters without voters’ cards are not allowed to vote even if their names are in the PNVR.

Comment

The report of the Observation mission to the European union also states that the voter registration system used Optical Mac Recognition forms. It was programmed to identify double registrations by comparing fingerprints, names and the dates of birth. This is however not at the polling station level (page 18).
