Article 4(m) of the  IEBC Act No.9 of 2011, states the

 Commission is responsible for the use of appropriate technology and approaches in the performance of its functions.  The law does not specify what technology to use nor bio-data to be captured. Even if the IEBC captured both the fingerprint and voters photo, only the finger print was used for voters’ identification on the election day.
