In Latvia, electoral register is used for local elections and European elections. The electoral register is extracted from a population registry (Article 5 of the Electoral Register Law of 22 January 2004, last amendments adopted on 26 February 2009: http://cvk.lv/pub/public/30641.html).  The electoral register is created by the Office of Citizenship and Migration affairs (Part 2 of Article 3 of the Electoral Register Law: http://cvk.lv/pub/public/30641.html)

The electoral register is not used for registration of voters in parliamentary elections or referendums. Voters are registered in a polling station by making a mark in their passports (Part 3 of Article 22 of the Saeima Election Law of 25 May 1995, modified by amendments adopted till 6 February 2014: http://cvk.lv/pub/public/30067.html; Part 1 of Article 17 of the Law on National Referendums, Initiation of Laws and European Citizens’ Initiative of 31 March 1994, modified by amendments adopted till 10 April 2014: http://cvk.lv/pub/public/28862.html).
