Is the biometric data used in voter identification at polling stations?
Liberia
The EISA team observed that the voter identification officer in all the polling places had a copy of the appropriate Final Registration Roll (FRR ) for the polling place. The FRR contained the names and photos of registered voters. The names of voters were ticked off on the register once the voter identification officer verified their details by matching their cards against the content of the register.
Report by EISA Technical Assessment team and Election Observation Mission (The 23rd August 2011 Referendum, The 11th October 2011 Presidential, Senate and House of Representatives Election and the 8th November 20011 presidential Run-off Election) Liberia published in 2012
The voting process involves the voter presenting their voting card at the polling station which is cross checked by the clerk against a electoral register containing biometric (photo) and other identifying details without involvement of electronic poll books. http://eisa.org.za/PDF/lib2011eom.pdf
The photo was used to verify voter authenticity during election time together with other identity documents in the voting process both at election and referendum in 2011.
