Part 7 of the Public Elections Act, 2012 provides for procedures and arrangement for elections. It is noted that even if BVR was used to register voters, finger prints were not used to identify voters during voting. Section 75 of the African Union Observer report states that the manner in which the final register was compiled made it difficult for the polling officials to locate voters’ names.
